The five official steps

Get a Preparer Tax Identification Number, create a PSI candidate profile and register for the SEE, pass Parts 1, 2, and 3, submit Form 23 with the enrollment fee, and pass the IRS tax-compliance and background suitability check.

How long does it take?

The IRS does not require candidates to take the three parts in order or on consecutive days. A practical schedule is to prepare for and pass one part at a time, then apply for enrollment after all three are complete.

What does it cost?

For the 2026 cycle, the IRS lists a $317 appointment fee for each exam part. The enrollment application fee is separate. Course costs depend on the study system you select.
